President Yoweri Kaguta Museveni has instructed the Inspector General of Police (IGP) to revoke the police bonds of officials in the Lango region accused of extorting money from beneficiaries of the Parish Development Model (PDM). The directive was announced on February 2, 2025, following a detailed report by the late Brigadier General Charles Oluka, who recently passed away on January 29, 2025.
The Parish Development Model (PDM), introduced in 2022, aims to enhance household incomes and improve livelihoods across Uganda. However, the program has faced significant challenges due to corruption allegations in several regions. The situation in Lango came to light through a report compiled by Brig. Gen. Charles Oluka, who served as the Director General of the Internal Security Organization (ISO). Oluka’s report, dated January 25, 2025, revealed that corrupt officials were exploiting PDM beneficiaries for personal financial gain. Although initially arrested, these officials were released on police bond.
President Museveni made his stance clear in a public statement released on his official X account, where he emphasized the importance of accountability. He stated, “Today, 2nd February, I have directed the IGP to cancel those Police bonds and make sure that they are tried. Any official who does not do his duty in prosecuting those thieves (suspected) will be held accountable.”
The recent death of Brig. Gen. Charles Oluka has significantly impacted Uganda’s efforts to root out internal corruption. Oluka, a pivotal figure in uncovering government malpractices, collapsed during evening prayers and passed away, as confirmed by Chris Obore, head of communications at Parliament. His sudden demise on January 29, 2025, not only marks a personal tragedy but also a professional loss, given his crucial role in exposing corruption, including the issues detailed in his last report.
